Why work for Cumberland Council
Welcome to Cumberland Council, the new unitary authority covering the north and west of Cumbria, including the city of Carlise, parts of the lake district park and reaching down the coast to Millom. We are a values driven organisation with a strong focus on health and wellbeing at the heart of everything we do. Our commitment to putting people first means we are dedicated to helping g our employees reach their full potential whilst delivering inclusive public services that create positive outcomes for our residents.
About this opportunity
We are seeking a proactive and compassionate individual to join the Cumberland Home Improvement Agency (HIA) team, supporting the delivery of our prevention offer in the West of the region. This new role involves administering grants with a particular focus on those that facilitate hospital discharge and help prevent hospital admissions.
As the first HIA Liaison Officer in the West, you will play a pivotal role at the heart of the intersection between housing, health, and social care—acting as a vital link between the HIA and multi-agency partners to ensure residents’ housing conditions support safe, independent living.
Excellent communication skills are needed as the successful applicant will be working in a wide range of settings with a wide range of people including health and social care professionals, other Council teams, family members, contractors, and vulnerable clients who may have additional communication needs. The role involves proactively promoting the service and attending meetings or events to improve awareness of the HIA so confident presentation skills will be required. Visits to clients’ homes both before and after work has been carried out are a part of the role and these visits may involve exposure to unsanitary conditions or distressing situations. Safeguarding both the client and yourself will be essential at all times.
The ideal candidate will have knowledge of the variety of services available to support people in this area and the adaptability to tailor this knowledge to the current role. You should be flexible in managing a caseload while responding quickly to urgent referrals and comfortable working independently while maintaining professional boundaries and seeking support when needed.
This role is based in West Cumberland, with occasional travel across the wider region. Line management will be provided remotely from our Carlisle office, with peer support available locally. Due to ongoing Local Government Reorganisation, the scope of the role may evolve, and you will be expected to support the team leader in shaping this change.
The post is part-time, with the working pattern to be agreed prior to appointment. Occasional evening and weekend work may be required with prior agreement. This is a fixed-term contract for one year, and secondments will be considered.
